VMC was founded in 2004, with a primary focus on providing high-quality solutions-based support to Federal, State, Local, and Commercial clients including airports, municipalities, and higher education institutes. We are a nationwide service provider of engineering services, program management, technology demonstration and integration, telecommunications, research and development and technical consulting.

Who we are

Angela Kim Merrifield, MPA, CM, President

Angela serves as the President of VMC, LLC.  She specializes in program and project management, policy analysis, implementation and evaluation, planning, research and technical writing, program evaluation, database management, and airspace and obstruction analysis. She has provided this expertise on multiple aviation support projects and as a consultant to developers, architects, and engineering firms. Previously, Angela spent over 10 years in higher education managing multi-million-dollar federal research grants most recently the Clinical and Translational Science Award (CTSA) issued by the National Institutes of Health (NIH).  She worked on various programs and projects including as the lead evaluator for the research education and training department, the program manager for large scale national programs for the Association for Translational Science (ACTS), and the creation and implementation of community-based dissemination tools.  In addition, Angela has extensive experience in training programs and has presented at multiple national conferences on best practices in mentoring and training.  Her research has included reports for the University of Minnesota, League of Minnesota Cities, and the Minnesota Department of Employment and Economic Development (DEED).  

Angela holds a Master of Public Affairs degree from the Hubert H. Humphrey School of Public Affairs, University of Minnesota and a Bachelor of Business Administration from the University of Central Florida.

Robert Varani, MS, PMP, CM, Vice President

Robert serves as Vice President at VMC LLC.  He has nearly 30 years of experience managing projects for multiple clients, including the National Aeronautics and Space Administration, the Federal Aviation Administration, Aviation Navigation and Surveillance Providers, major airport authorities throughout the United States and internationally, and for multiple commercial corporations. He specializes in technology research and implementation for communication, navigation, surveillance, air traffic management, and NextGen systems, instrument flight procedure design, airport design, airspace analysis, virtual technology, and safety management systems.   

Robert has a Master of Science in the Management of Technology from the Technology Leadership Institute at the University of Minnesota and a Bachelor of Business Administration with a major in Airport Administration from the University of North Dakota.  He is a certified Project Management Professional from the Project Management Institute, a general aviation pilot, and is trained in safety management systems and performance-based navigation instrument flight procedures development.

Dale Romsos, Director of Telecommunication Services

Dale Romsos is a Design Leader with 22 years of experience in business management and engineering. Dale brings an excellent background of customer relations and service. He has worked with multiple types of clients and understands capital expenses, warranty administration, and service operations. Dale’s responsibilities include project design, scheduling, bidding operations, contracting, and public relations. He has served as a Telecommunications Specialist – Business Development  for the past 15+ years total experience on both the engineering and contractor side of the industry. Dale has a Bachelor of Science Liberal Arts Degree from the University of Wisconsin. Dale specializes in all facets of telecommunications and site types representing municipal interests including conceptual planning and plan review, construction management and facilitation, and project closeout coordination.
